ABOUT OUR COMPANY

GovRates was founded by Jenny Mantz, M.D., the Chief Executive Officer, and by Bryan Mantz, CMC, CGFM, the company’s President.

Dr. Jenny Mantz – CEO is a Series 50-qualified Municipal Advisor Representative. She graduated with an M.D. degree at the top of her class at Central South University, one of the top medical schools in China. After a year of clinical research, she came to the United States upon being awarded a fellowship from the College of Medicine at the University of Florida. She spent several years performing cancer research at the Moffitt Cancer Center, one of the leading cancer research institutions in the United States. While at Moffitt, she won multiple awards for her research and was published in prestigious scientific journals such as Nature Immunology.  She later received extensive training in government finance, and uses her strong analytical skills developed through years of research to diagnose issues and prescribe thoughtful solutions to our government clients.

 

Mr. Bryan Mantz, CMC, CGFM – President is a Series 50-qualified Municipal Advisor Representative. He has 23 years of financial and accounting experience, most of which have been spent as a rate and financial consultant to local governments. Mr. Mantz is a certified management consultant and a certified government financial manager. A recognized expert in government rate and financial issues, he has been published in the Journal AWWA, the Journal of Government Financial Management, Government Finance Review, and the Florida Water Resources Journal, and his publications have been translated into other languages and used in university settings. His papers and articles have covered a wide range of topics including utility rates, impact fees, utility transfers to the General Fund, optimal debt management practices for local government enterprises, and the development of management dashboards. He has been a co-author or contributing author of several American Water Works Association (AWWA) manuals of practice, including M1: Principles of Water Rate, Fees, and Charges; M29: Water Utility Capital Financing; M52: Water Conservation Programs – A Planning Manual; and M54: Developing Rates for Small Systems. He has also served as a technical reviewer for the AWWA’s M5: Water Utility Management as well as the Manual of Practice (MOP) 27: Financing and Charges for Wastewater Systems published by the Water Environment Federation. Mr. Mantz earned an MBA with Honors from Rollins College, which he attended via merit scholarship. He is a graduate of the University of Pennsylvania’s (Penn’s) prestigious Management and Technology Program which enabled him to earn a bachelor of science in economics from the Wharton School of Business and a bachelor of applied science in management and technology from Penn’s School of Engineering and Applied Science.
